The image features Margaret Thatcher with her fourth wax likeness, putting her in the category of a top model at Madame Tussaud's London Wax Museum. There is blue and orange ink over the image marking the real and fake Thatchers and framing a cropped version for press publication.
A caption further explains:

Beneath her name, the reverse has four date stamps. The earliest date stamp is for, 'FEB 17 1988 E'. The latest is for, 'NOV 26 1990 E'.
Also underneath Margaret Thatcher's name, is the penciled number, '-82'.
Additionally, the reverse has been stamped twice with the label, 'OTHER'.
Furthermore, on the reverse, there is a barcode sticker numbered, 'AFV-974-BS'.
Lastly, there appears to have been an additional attached sticker that has since been removed.
